This structure keeps track of the runtime quota for the group. The cff_bandwith_used function is used to return a Boolean value when the check is made in the account_cfs_rq_runtime method of the fair scheduler implementation file. If no runtime quota remains, the throttle_cfs_rq method is invoked. It will dequeue the task from the run queue of the sched_entity and set the throttled flag.
